Cathleen Flournoy

Cathleen joined Missouri Partnership in January 2020 and serves as Vice President, Business Recruitment. Cathleen leads successful business attraction projects across the state of Missouri. She is the day-to-day contact for companies, site location consultants, state and local economic development partners, and other various influencers involved in the site selection process.

Prior to joining Missouri Partnership, Cathleen was the Sr. Business and Development Officer at EDC of Kansas City where she focused on economic development legislative affairs for the city of Kansas City, Missouri, as well as business development and redevelopment projects. Cathleen began her career with the City of Kansas City’s finance department working with the Tax Increment Financing Program before moving to EDC of Kansas City as the TIF Financial Coordinator. After a short break from economic development, Cathleen returned to EDC of Kansas City in 2016 as the Business and Development Officer responsible for redevelopment efforts in the northern part of Kansas City, MO as well as business development projects city-wide.

Cathleen is a graduate of Missouri State University and holds a B.S. in Public Administration and Public Law. Cathleen and her husband, Dan, are proud parents to Grace, Jack, Thad, Catie and Ellie.
